Does DESelect Engage take care of the sending of my messages?

No it does not. DESelect Engage provides a way of filtering out contacts that are oversaturated through a split activity in Journey Builder. You keep on handling the actual sending of your emails / SMSes etc through the Journey Builder activities you would use without Engage.
