Can Einstein Send Time Optimization be used in combination with DESelect Engage?

Yes. In a journey you can first put the DESelect Engage component to make the decision whether or not a contact should be included in the send. Then, you can have Einstein Send Time Optimization optimize the time the actual sending takes place.
